Dear Minister Donohoe
I would appeal to you to intervene with Dun Laoghaire Harbour Company who are planning to submit a Strategic Infrastructure application to An Bord Pleanala for a new berth in Dun Laoghaire Harbour to accommodate large Cruise Liners (300 meters x 59 meters).
In our opinion this kind of berth is inappropriate for our Victorian harbour and threatens public access and marine leisure activities in the harbour.
More importantly, we are extremely upset at the lack of any comprehensive public consultation on the issue. The Harbour Company ran a badly advertised non-statutory public consultation process over the 2 weeks of the Easter Holidays. Most of the residents of Dun Laoghaire only became aware of this as it ended. The Harbour Co claim to have spoken to relevant stakeholders but clearly the people of Dun Laoghaire Rathdown are not considered to be stakeholders!
We are aware that your department is currently drafting legislation for the future governance of our harbour and that the harbour will come under the control of the council. The cost of the new cruise berth would be €15-18million and seemingly, the Harbour Co will need to borrow this money. We are more than concerned that the council (and by extension the people of DLRCoCo) could indeed become liable for these borrowings.
We are asking you to, at a minimum, ensure that this project is shelved until after the new governance structures are in place.
